Well, I think it's clear that for at least the 99 ones it's an issue where the person being charged doesn't have a valid id so they just list the age as 99. I'm pretty sure there isn't a rash of 99 year old hispanic men being charged with public intoxication. Could be wrong though...

I just hope the census bureau doesn't find out there's a rash or 99-year-old

I actually don't have a problem with immigrants--illegal or otherwise. I'm just stating what I think is obvious--these aren't actually 99 year old people.

That makes sense, a lot of organizations that deal with social security numbers assign illegals a 999- for their social in their systems. I don't know why a person wouldn't say their age though, even if they are illegal.

They were probably under 21 so giving their age would give them additional charges instead of just public intoxication.
