South Riding Man Arrested for Alleged Threats to Fairfax County Board, Attorney
Loudoun County man reportedly has history of mental illness, according to WJLA report.

A South Riding man arrested earlier this month for making written threats to the Fairfax County Board of Supervisors and to the Fairfax County Commonwealth's Attorney, could face up to 10 years in prison, according to a report by Leesburg Today.

Saad Usman Lodhi was arrested April 3 and is being held in a Fairfax County jail awaiting a hearing, the newspaper reported.

Lodhi's final alleged communication, by email, to the Fairfax Board came April 3, the day of his arrest, when he allegedly told them he had applied for a concealed weapons permit, the newspaper reported.

Lodhi reportedly told the board he was “proceeding to the next phase of warfare” and that “very few debts are left unpaid.” He wrote that he had a “special gift for the Fairfax County commonwealth’s attorney click click click,” according to the affidavit and that the board would “beg for a cease fire” and they “have no idea what I’m capable of now.”

WJLA reports that Lodhi has been diagnosed with a mental illness, according to federal lawsuits he filed against Fairfax County Police and the hospital where he was institutionalized.

A South Riding man arrested earlier this month for making threats against the Fairfax County commonwealth’s attorney and Fairfax County Board of Supervisors will face up to 10 years in prison if he is convicted.

Search warrants show that Saad Usman Lodhi allegedly made written threats against the Fairfax personnel and agencies for almost a year before his April 3 arrest at his South Riding home. He has been charged with intent to commit an act of terrorism after “knowingly committing” in writing “to kill or do bodily harm to a commonwealth’s attorney.”

According to an affidavit from Fairfax County Det. Douglas Comfort attached to two search warrants, in May 2012, an attorney brought Fairfax County police a series of emails from “saad iqbal” who self-identified in the emails as Saad Lodhi. Those first emails said he would file several lawsuits for “substantial amounts of money if certain conditions were not met.” The affidavit does not account for what the conditions were.

Then, June 12, another email was received in which Lodhi allegedly wrote about a trip to Pakistan to meet “syndicate people” who could advise him how to “arrange ‘syndicate activities’ against county personnel,” according to the affidavit. The next day an email was sent to the Fairfax County Board of Supervisors about a “cease fire which expires tomorrow night” if his demands were not met. It is not clear what demands he was making.

Christmas Day, after one of his civil lawsuits was dismissed in federal court, Lodhi allegedly sent another email to the Fairfax board, telling it to hire a new commonwealth’s attorney because “I’m about to tell them what muncipal fatality means very soon.” Almost two months later, the remainder of his civil suits were dismissed in federal court and, according to Comfort’s affidavit, Lodhi “made sweeping statements to the effect that he would strike the final blow.”

The Fourth Circuit U.S. Court of Appeals upheld the dismissals in an opinion March 28.

His final alleged communication to the Fairfax board came the day of his arrest, when he allegedly told them he had applied for a concealed weapons permit and was “proceeding to the next phase of warfare” and that “very few debts are left unpaid.” He wrote that he had a “special gift for the Fairfax County commonwealth’s attorney click click click,” according to the affidavit and that the board would “beg for a cease fire” and they “have no idea what I’m capable of now.” The communication allegedly ended with a smiley face and was signed “The Marijuana General.”

According to information in Lodhi's only court file in Loudoun County--a 2008 appeal for a reckless driving conviction--he was worked as recently as 2011 and continuing to pay his court costs through last year.

Lodhi is being held in Fairfax County jail awaiting a preliminary hearing.
