A Falls Church man dressed as a woman approached a teenage girl and asked to take her photo before sexually assaulting her, police alleged in announcing the man’s Friday arrest.
Falls Church police arrested Carlos Guillermo Suarez Diaz, 46, and charged him with misdemeanor sexual battery in connection with the March 13 incident, police said in a Saturday news release. Diaz is from the Falls Church part of Fairfax County.
According to the release, Diaz was dressed as a woman when he approached the 17-year-old in a parking lot near the 100 block of East Broad Street in Falls Church. He asked whether he could take her photo, and she consented. “While taking the pictures, he began to touch her inappropriately. The victim told him to stop, and left the scene,” the release said.
She didn’t report the encounter to family or police, but a counselor she knows notified police a week later and an investigation began. Falls Church police said they were led to Diaz by called-in tips and video images provided by local businesses.
Diaz was charged and released and is scheduled to appear at his arraignment May 14.

The US grants asylum to homosexuals if they come from an oppressive culture, maybe the poor crossdressing person was transgendered and fleeing tyranny in his or hers homeland.

If he/she stopped touching the girl and left when asked, it sounds more like a flirtation or pass than assault.
