I was wondering if there are any good spots / parks where you can barbacue and have a few beers without hassle?

No. All Fairfax parks have a no alcohol policy

Is that just this county? How about the Richmond Nascar race - can you bring your own beer and food?

NASCAR still allows you to tailgate all you want and bring your own food/drink in to the race with you. (and parking is still free at RIR) Basic restrictions for what you can bring in to the race is no glass bottles, no ice packs, soft sided cooler with some size restriction.

Tickets are the problem for NASCAR.
