Really? The kid wasn't checking out a stranger's car, he was just walking around the neighborhood. Which he has a right to do. My guess is that 'Can I help you?' In this case was equivalent to 'What are you doing in my neighborhood'?
On the other hand, a property that I own in a peaceful residential area has been broken into three separate times by three different black guys. I don't want to stereotype, but I can't help but be more vigilant. Unfortunately, kids like this suffer as a result of the actions of people who look like him. I don't know the answer.
