Douches that run from the police should be shot.
Look at it this way, when someone takes a hostage , a police sniper is on hand to take that someone out, because a life is in danger.
Well, see what happens when these scumbags insist on a high speed chase? People get hurt and killed.
There should be a sniper in a helicopter at all times on hand to take out sub humans like this cab driver. Other folks should be protected against such pieces of shit.
