Anyone hear of a contractor named Joe Garrett?

My mother called me saying this person is trying to scam a friend of hers. Apparently he's a contractor with one arm. He starts the job but then refuses to get done until you pay him in full beforehand. Mom's friend also said he was caught hanging out in the backyard with his friends drinking beer and smoking...while ON the job.

Can I report this guy?

I heard he was hiring illegal meskins and then killing them after the job and burying the bodies and stuff like that so's he din't have to pay them like, ya' know?
