Unfortunately for all involved - and that STILL could INCLUDE the females (*) - you are wrong.
Though kids will be kids, our wonderful legislators in Richmond haven't entirely figured that one out.
Thus it remains way illegal to be involved witht he taking of a sex picture of a kid. It remains WAY illegal to actually take a sex picture of a kid. It remains way illegal to "distribute" that picture.
And it does NOT matter if you're a kid, too.

(*) If one or more of the girls was involved in the taking of the pictures/videos, then they, too, are just as eligible to be charged as the boys involved. It might just be sufficient that all they had to do was say "okay", not even to have purposefully posed.
And THAT would quite likely violate the "production" laws, also WAY illegal.

I think there's a lot more to this story to come out.
BTW - the alcohol part is probably totally irrelevant - just mentioned by the police/prosecutor to make the charges seem more worthwhile. If ALL the kids were drinking and NONE of the kids passed out (as seems to be the case so far) then the alcohol factor is moot; it's the resulting kiddie porn that's the case and we do not yet know what subset of the entire crowd gets to enjoy those charges.
The prosecutor better get it right, though, otherwise those charged can readily scream "FOUL!", IMHO.
