No they are not getting paid during that time. Some bus drivers also work as lunch ladies during the middle of the day. The county allows some bus drivers to keep the bus during the middle of the day when it makes sense to reduce mileage on the bus. Some of the drivers even take the buses home with them if they have somewhere to park it. In those cases it saves the taxpayers money. The buses are also tracked with gps.

There are gaps in a bus driver's schedule. 20 minutes here, 30 minutes there, that are paid. But usually drivers "chilling out" on a bus are doing so on their own time. The reasons include living too far away to make going home 3 or 4 times a day feasable.

And when you see a school bus at Shopper's, Giant, Safeway, Bob Evans, CiCi's pizza, Bob Evans, or any of dozens of other businesses----99% of the time they are JOB SHUTTLES. Students are actually working in the store. The bus takes them there, waits while they work (usually about an hour), and then takes them back to their base school. Would you prefer that they waste the fuel driving to the bus yard and then turning around and driving back to pick them up?
