What is it with foreigners allowing their children to stay up all hours of the night?

So here it is, 9:45 on a Thursday night and a neighbor (Indian) is just wrapping up what appears to be a kids birthday party. The kids can't be any older than 5 or so. What the fuck is it with other cultures allowing their kids to stay up all night long? Middle Easterners do this too.
Please don't tell me it's a cultural thing, no matter what culture you are kids need their sleep! Fucking stupid, ignorant people.

In hotter climates, people tend to do their socializing at night, when it is cooler.

I'm constantly amazed at the number of indian children at Wal-Mart on a late weekday night.
Ok yeah i get the point people who are from near the equator doing most of their socializing at night while its cool but we're not in india are we????

Lots of people do their socializing at night, after they have put their kids to bed! Still don't understand what people socializing at night has to do with young kids being up at all hours. Put your fuxking kids to bed and then socialize all the fuck you want.
It's irresponsible parenting, period. And lazy parenting because they don't want to put the effort in to put their kids to bed, they would rather wait till they pass out from exhaustion. Idiots.

What's with Asians and leaving lights on in the house? I swear several families in my neighborhood never sleep. Every light in the house is on 24/7. Bedrooms, kitchen, bathrooms, basement, garage, everything, including in the kid's rooms.
