It has nothing to do with the local water. 17 states enacted low phosphate regulations back in 2010. Rather than have two different formulas for detergents, the detergent makers have gone to low phosphate detergents nationwide. The nasty film is scale that the phosphates would have removed, if they were there. There are a few new low-phosphate detergents that actually work, but not many.
