Report: Woman Charged in Traffic Rampage Has 'Significant Psychiatric History'
The incident involving a gun being fired by a Navy official at Walter Reed snarled traffic for hours and created chaos on Rockville Pike.

A Manassas woman charged in a two-state car chase and traffic melee involving gunfire outside Walter Reed National Military Medical Center in Bethesda was released from a psychiatric ward days before the incident, the Gazette reports.

The woman, identified by police as 27-year-old Angela A. Cobbold was released from a mental facility Oct. 19 and apparently had not taken prescribed medicine, The Gazette reported, citing statements made at Cobbold’s Wednesday bond review hearing by Montgomery County Assistant State’s Attorney Peter Feeney.

Cobbold has been charged with first degree assault, according to Montgomery County police.

Feeney said Cobbold had a “significant psychiatric history,” The Gazette reported. A judge ordered a mental health evaluation and set a new bond hearing date for Oct. 31, according to the report.

Virginia State police began pursuing Cobbold when her car was clocked going 93 mph on I-66 around 11:25 a.m. Tuesday, Patch reported.

Maryland state police and Montgomery County officers were on the lookout for Cobbold’s black Mitsubishi when Cobbold made a U-turn into the north gate of the Walter Reed National Military Medical Center around 11:50 a.m., Montgomery County police spokesman, Capt. Paul Starks, said.

Starks said Navy security officers noticed her “biting or attempting to eat a bar of soap” in her car before she collided with another vehicle, sped off to the south, made another U-turn and returned to the gate where she was confronted by Navy security personnel.

One Navy security officer suffered non-life-threatening injuries after using a baton to break the driver's side window on Cobbold’s car when the woman refused to exit the vehicle, police said.

A Navy security officer fired his gun and Cobbold fled north, briefly driving the wrong way down Rockville Pike before turning onto Cedar Lane. She was taken into custody when she crashed her car near a construction site in North Bethesda.

BETHESDA, Md. - A Virginia woman is facing charges after a bizarre incident Tuesday in which police say she appeared to be biting a bar of soap and tried to hit a Department of Defense police officer with her car outside the Walter Reed National Military Medical Center.

Angela Akosua Cobbold, 27, of Manassas, is charged with first-degree assault and reckless endangerment, according to court records. In an initial appearance, a District Court commissioner in Montgomery County ordered her held on $20,000 bond.

A half-hour before the crash at the medical center in Bethesda, Md., police say Cobbold's black Mitsubishi was clocked traveling 93 mph on Interstate 66 in Virginia. Police alerted officials in Maryland to the speeding car, which at 11:50 a.m. made a U-turn in front of the security gate at the medical center and was stopped in traffic.

Officers who approached Cobbold's car said they observed her "biting or attempting to eat a bar of soap," says Capt. Paul Starks, a Montgomery County police spokesman. But the officers - part of the Department of Defense - weren't able to engage Cobbold before she crashed into another car and headed back onto Wisconsin Avenue.

Police say Cobbold then drove down Wisconsin to the Medical Center Metro station, before driving back toward Walter Reed. An officer stopped the car, but police say Cobbold wouldn't roll down her window, and the officer broke both the rear driver's side window and the driver's window with his baton.

Cobbold backed up and rammed her car into a marked cruiser, police say, then drove over a curb, across a sidewalk and into the grass. She then drove her car toward another officer, who shot once at the car, police say.

The incident ended after Cobbold drove away, crashed in a construction area adjacent to a grocery store on Nebel Street and was arrested.

A police officer suffered minor injuries, apparently when he used his baton to smash out a window in Cobbold's car. Cobbold was treated for her injuries.
