So long as he's got two side mirrors he's legal. It's not really any different than driving soemthing like a u-haul truck.

Section 46.2-1052

B. Notwithstanding the foregoing provisions of this section, whenever a motor vehicle is equipped with a mirror on each side of such vehicle, so located as to reflect to the driver of such vehicle a view of the highway for at least 200 feet to the rear of such vehicle, any or all of the following shall be lawful:

2. To have affixed to the rear side windows, rear window or windows of a motor vehicle any sticker or stickers, regardless of size; or

Yep the windows are legal. Suvs, van, trucks, and the like can have completely tinted windows. They're an exception. Only true problems I see may be the failure to properly secure load if that shit comes flying off and the obstructed tag. And they call liberals yahoos...

No sane police officer would choose to have an interaction with the occupants of that vehicle. Who needs the headache?

Much easier to pull over some douche in a BMW with tinted windows.

Looks like a Kentucky Choose Life license plate. Also says "Smokin' KY Granny" around the plate. Several other stickers about smoking rights pasted on the back and side. Weirdo!
