I know we were number one before, and while it is pleasing to be at the top, consider how close we are to gutters. It is no huge secret that our local status of money in a poor economy has also lured crime to our area.

For example, there is an organized group from PG county that comes down and tries their hand with stolen credit cards at local/county merchants.

I suspect that those doing these surveys are overlooking the realities of life in the metro DC areas. When you have large percentages of overpriced expensive homes, condos and apartments that individually can harbor concurrently living populations of 3-20 or more (roommates, renters, friends living together, "extended families," working adults sharing houses, illegal aliens living with friends under the radar, all sharing in expenses-- even if they are each making only a minimum level wage, the pooled household income could show up collectively for this residence as being 6 figures. All they have to do is pass themselves off as an extended family to qualify as presenting a "household income level" in any survey, and in most government surveys, there is no category to subdivide the homes into "single family occupied residences" vs. "a single residence building or condo or apartment harboring many individuals with some or all related or not related by blood."
Also, some cultures live together as families that do not require a marriage certificate to co-habitate legally and produce families. Large McMansion-type houses with many rooms could be turned into veritable hotels and hostels. Loudoun County in the eastern half is full of multi-room house shares and rentals--just check out Craig's list to see the extent of this! Taken on a per person basis, the "richest county in the US" is an anomaly--it is really only the "most densly populated per residence suburban enclave" in the US!
Of course everyone in the residence thus can afford a nice car and food from Whole Paycheck when your shared rent expenses are only 100-200$ per month and you are working more than one job, even at a low wage!

I'm not sure what agenda you think is being pursued and if you actually believe there are people who are actually calculating enough to "pass themselves off" in a survey.

This sounds like the sort of conspiracy theory espoused on Fox News anytime they are not satisfied with something. Except at least on Fox they'll qualify their crazy ramblings with "I have no evidence of this" or "I'm only throwing out ideas" or disguise their statement in the form of a question.

Which cultures, specifically?

Because if you meant mexicans, don't forget that some cultures are very devout catholics and some cultures take their catholic dogmas very seriously.

Rest assured, these factors are taken into consideration when doing the surveys.

Group homes are not considered the same as multi-generational family homes or homes where both parents and many adult children have incomes. Those are all factored.

For example, when qualifying participants in the survey, they probably exclude people who are renting a basement but would include the head of household and their spouse.

Not exactly. It just seems like the mexicans and the chronically poor have all the advantages. Bitter resentments aside, it's not actually true.
