Red Light Cameras

I recently ran a red light near Old Fairfax, kind of close to the courthouse as I was making a right. I saw a camera at the red light, but I don't know whether or not if there was a flash. Does anyone know if that camera actually works or is it just used to prevent more drivers from running red lights by pretending to be one?

To describe more of the location, it was at the intersection before the Fairfax Library and I was making a right into the location near the Fairfax library.
