Shoulder Tap Operation in Fair Oaks District
On Wednesday, June 11, members of the Fair Oaks District Station patrol, along with a member of the Operations Support Bureau, conducted shoulder taps at several locations in the Chantilly and Oakton areas of Fairfax County. This undercover operation is part of the ongoing youth alcohol enforcement graduation season campaign which was conducted using a Fairfax County police cadet dressed in plain clothing attempting to have adults illegally purchase alcohol for him. The police cadet was advised to approach subjects in the parking lots of businesses that possess off-premise ABC licenses and attempt to get them to purchase alcohol. If asked whether he was 21 years of age, the cadet was to respond with his true age and/or date of birth. If asked for identification, he was to tell them that he had left his identification at home or in the car. If an illegal purchase of alcohol took place, the plain clothes officers would intervene and take possession of the purchased alcohol and then make appropriate charge(s) on the individual who had purchased the alcohol. All subjects are charged under state code 4.1-306, illegally purchasing alcohol for a person less than 21 years of age, and released on a summons.

As a result of this operation, 31 individuals were approached and two arrests made at two locations. Both subjects were released on summons without incident. The two locations were:

7-11 2973 Chain Bridge Road, Oakton

CVS Pharmacy 2912 Chain Bridge Road, Oakton

The operation was conducted using one cadet, two plain clothes officer, and one uniformed officer serving as team security.

That's not entrapment.

Obviously the cops need to do a better job of hiding the cop car since no one takes the bait when the fishing pole is clearly visible

+1 It's B.S. if you ask me. Unfortunately, the scenario does not meet the 3 main requisites for entrapment.

They could probably get more people to commit this crime if they used some hot college girl and the hot cadet told the guy should give him a BJ.

The next report will be on how kids that couldn't score a few beers have turned to Meth, Oxycontin and heroin as alternatives.
