Why did vienna gas and auto lose their safety inspection ability?

pretty much just that. i called to see if i could get my car inspected for safety testing and they said they lost their certificate or whatever for one year starting last week. anyone know why, or why in general the ability to do safety inspections get taken away?

State inspections aren't run by the Town Council. They are run by the State Police, who authorizes certain establishments to do it.

They were not properly inspecting cars and the state ran a "sting" after reviving a tip.
