3 way stop sign at University/Stratford

Why don't people know how to STOP at a 3 way stop sign?? The car with no stop sign ALWAYS has the right of way. The other three alternate but ONLY when there is no car at the non-stop sign street.

For the record, if a car is turning left onto Stratford going south on University, the oncoming traffic MUST STOP and STAY STOPPED. Southbound University DOES NOT STOP, they ALWAYS have the right of way. The other three stop signs take turns BUT ONLY when there is no oncoming SOUTHBOUND cars.

Sheesh. Why is that so hard??
