Fairfax city car tax

Does anyone know if cars registered in Fairfax City still qualify for car tax relief? I'm considering a new car and trying to figure out all costs. It's a new car, so would the asessed value be on the actual MSRP, or just the base MSRP for that model before options? Thanks!
