Semi trucks parked on Frying Pan Road

As I drive down Frying Pan Road between 28 and Centreville Road there are semi trucks parked across from Floris UMC. They didn't used to be there but over the last few years I see them parked 24/7 and sometimes for weeks at a time. Why don't the trucks use a truck stop? Sometimes cars park there as well but I'm not sure why. Any insight?
