You have it backwards.... In MOST companies, recruiting is a part of HR. But in SOME large companies there are recruiters who do not operate under HR.. Anyhow thats not what you said that I originally refuted.
So kill yourself after reading a lil excerpt from ERE, one of the largest recruiting organizations in the nation. I was at their conference in San Diego in March... met hella HR folks.

We’ve not been able to provide enough on the value proposition side to say “leave us alone” when it comes to HR distractions.
I’m not completely sold that recruiting should be rolled into HR at all.
