Any hints how to sand the area where the riser meets the tread? Those sanding sponges don't cut it...and I can't figure out which Dremel bit to use.

your best bet would be to pull the treads up but that would be a bitch. Stripping is also labor intensive and toxic as hell but maybe it would not be so bad in this case given the small area involved. At least you could strip enough off to make do with your new covering. Will you be restaining or painting?

If it is outside, you could play with a couple of different stains to even out the look. Worse case scenario, just go really dark on everything.

Knowing me, I'd fuck up the treads. Not enough patience for that sort of thing.

Restaining. Floors are next. I might consider stripping that 1" area, as I want the new finish to be even...

I probably didn't make my question very clear initially -- I am trying to sand the tread down to bare wood but struggling in the area where it meets the riser.
