I don't blame the university, they submitted for a grant and it was awarded. But why did the NIH decide to fund that with stimulus money? It just seems absolutely careless. Did the turtlneck head of that organization not exercise any forethought when that decision was made?

It's free money. You gotta get your piece of the pie or someone else will.
That's my biggest issue with the stimulus. It was so scattershot and a fair percentage was just wasted on needless bullshit. But that's how the government operates.

I thought this was pretty stupid at first like 'Gonads & Strife'
said, but the article seems to be insinuating that dick washing
may prevent HIV infection. In which case, I think it would be more
than justified for the American people to contribute more money to
