Is it possible to "build" your own town?

I want to own a home in NoVa, but everywhere around here is too damn expensive. I was thinking of just "building" my own town. Preferably somewhere in Western Fairfax or Loudoun. Obviously I'd just start out with my home, but if others want to build a home and move in, I am not opposed to it. Are there mechanisms in place to do this?

Yes, it is quite possible.
Here in Manassas, when we were settled we had no vehicular traffic.
Now, we have one vehicle every second.
