if a person is not proficient with one. Need to practice. If the bad guys have vests, you place the bullet right in between his eyes, or a head shot. Takes concentration and effort Special Forces are trained to but a hollow point right to the head. How about a shotgun loaded with metallic arrows, fleichetes? who cares about if it is inhumane. What we need perhaps are more Shooting Ranges, with instructors. But you know what libtards will say "How come the cop didn't shoot for the legs or something".
