He can't transport them. Meaning, if you catch him slipping outside of his house he should be unarmed. If he is and does something then he'll go to prison but you should have already eliminated him at that point .

Lol. Uh, what kind of weapons? Even felons are allowed to own weapons and even guns.
Antique guns and black powder guns. So you can still get shot and killed by him.

The guy who got shot by Kyle was a felon and had a gun and didn't get into trouble since he was defending himself.
