I've said it many different other ways in other "scandal" titled articles.
BUT IT WAS TELEVISED NEWS BY US PRESIDENT GEORGE H. BUSH SR. THAT: China had no patent law, did not respect the world's rights to have patent laws.
WE FOUND OUT that "the loosers" of patents were the ones OUTSOURCING TO CHINA - then importing the goods - TO AVOID PATENT FEES of the rightful Made in USA holders. Clinton helped insure no money (nothing co-ordinate with success) were ever awarded in courts.
(infact - only reason Bush threatened them was to say "stop making illegal copies of Microsoft Windows". I think that was a scam because Microsoft has always been pro-china kill america system - Bush really helped Microsoft's image which was in the dirt when he made that speech)
WHAT IS DUMPING? that's definitely in another "scandals" article - selling below cost to intently cause a competitor to go bankrupt (a Capitolist competitor who's lenders are working for BILL CLINTON banks incorporated). It was and is illegal but DOUBLY illegal for foreign imports. Clinton ignored that law also.
