There is some validity to that perspective. The government of Russia is essentially just a large criminal enterprise. The people do for the most part have somewhat western values and a large percentage are Caucasian Europeans. Russia's economy is too broke to make major military investments.
On the other hand China which the Democrats and especially Biden loves, pose a very real danger to our freedoms and way of life. They steal our trade and military intellectual property and use it against us. China is a couple orders of magnitude greater threat than Russia.
