Deranged people continue to live without confinement. Many can see be seen sleeping in bus shelters, in tents in parks, in cardboard boxes in the streets. They generate income by asking for money at intersections and providing sexual favors. Deranged people will do you no favors; they will fail at any occupation or role requiring personal responsibility and honesty. It IS a sad way to live, but they need not be confined.
