CNN is not a broadcast (signal over the air for mass consumption) channel or network. It is a cable network. Cable networks do not require the FCC to license them. No government agency regulates the cable industry for content. It once again goes back to the most precious of freedoms we have, the 1st Amendment to the Constitution.
