Food: Best by vs. use by

My grandma recently passed away and I’ve been helping my family clean out her house. I found an unopened Breyers Viennetta cake in the freezer with best by December 1994 date on it. Picture on the box looks good! Is this safe to eat?? It’s been frozen for 25 years, that’s a good thing I would think. And it says best by not “use by.”

It still good to eat because it’s been frozen and doesn’t contain meat. Vienetta was top shelf back in the day. Enjoy it, its like you found a 4-leaf clover
