As soon as he realizes that 1) numerous Puerto Ricans moved to Florida after the last hurricane, 2) they all have brown skin and 3) that they are American citizens and have the right to vote and 4) They are not voting for him. At that point, Florida is a shithole and anyone who owns property there is corrupt.
