SCOTUS rejected the legality of the question which will make it hard if not impossible to enforce in a court of law. Skip it, lie, what is the government going to do? Any lower court would have to recognize the SCOTUS ruling.

He sign anything he wants, it will be challenged in court immediately. Remember, SCOTUS did not say that the question was illegal. It was the justification for the question that got it thrown out, because Trump lied about the reason they wanted toput the question on the census, and he got caught. So now, even if he provides an alternate explanation, the first thing the Court will think is "He lied before, we will assume he is lying again. Might work, but if they had just told the truth in the beginning, we would not be having this discussion.

If that question is nt on the census, Trump will have nobody to blame but himself.

If you got fined or arrested for lying (which makes no sense anyway), a lawyer could just cite 18-966 Department of Commerce v. New York, June 27, 2019 as grounds for dismissal.

You would need a Constitutional Amendment to do that. Stating it as a reason for changing the Census would be summarily denied on Constitutional law. Enjoy the theater no executive order will overcome the blithe stupidity of Trump on this effort. And no, you cannot simply staple an extra question to the Census - if it were possible it would, by its own format, invalidate the data.
