It probably already is codified law.

Now, the question becomes what do you if it is a nation-state?

It's kinda like the DNC suing Russia's GRU in federal court. Kind of makes us look toothless, right? I mean the GRU is probably getting medals back in Russia, right?

Punish it? How? Would you go to war over it?

Nations play games every day. We do also.

Make no mistake though. Hillary lost this election. No one else was responsible for it except her.

If Congress investigates foreign hacking to pass stricter laws and punishments, why would the President prevent Congress from getting Executive Office testimony about Russian election Hacking.
