I think you are confusing US citezenhip and Imigration Services (USCIS) with US Center for Immigration Studies (USCIS). The first is a government agency, the second is a right wing think tank. If Trump uses data from the later to make policy decisions, it would cause a lot of trouble because their data is considered biased and untrustworthy. The government agency does not designate "sanctuary" locations, the right wing bozo think tank does.
