Non-bilateral means E.U. and China were never forced (by police at gunpoint) to hired Amercians. (by police - meaning court ruling cannot dis-obey without gun in your face eventually)

Clinton the biggest betrayer of America ever. He is a communist agent.

The law stated loosely that if a foreign company bid lower, USA had to hire them instead of USA citizens. (note contracting bid fraud WAS ALLOWED, so china bidding fraudulently low bids, knowing cost over-run wasn't illegal anymore after Reagan, was simply A GIVEN)
