More Bill Clinton era scandals: Cost Over-Run becomes legal and common, it had been ILLEGAL

This is just another of the MANY scandals during Bill Clinton "double dipping" "me generation" era.
It's pretty simple. The Hoover Dam was completed under cost and ahead of schedule.
Today, start a little County road widening project and it costs more than the hoover damn after all the "cost over-runs" are counted.
THERE WAS NEWS OF THIS SCANDAL AT THE TIME, in the 1990's.
It constitutes forgery. It's lying on paper. It constitutes picking a picked winner contractor (corrupt) and signing to a price that is "within budget"
(in democrat areas, budget means not failing to pay interest on loans, in 2000's - totally corrupt)
It's forgery: it means what is on paper is knowingly not the truth and will run up debt wildly.
DEMOCRATS ALL BEGAN CLAIMING THAT COST OVER-RUNS WERE LEGAL AND AS OFFICIALS THEY HAD THE RIGHT TO PERFORM FORGERY
(in the 90's certain military project over-ran while building mega structures necessary to protect the country: when news of this came out to civilians democrats somehow assumed "everyone does it"). BUT IT WAS ILLEGAL. IT'S STILL ILLEGAL.
yet look you'll find "cost over-runs" are assumed legal in democrat areas now

It's of course not true that the first cost over-runs occurred under Clinton
However it was during Clinton the became "a common practice that was not prosecutable in Court and was pushed by government workers as what the public must accept" in the great land compromises of the 1990's

Another fact of this case is the Military did explain to the public that "uniq item manufacturing costs" were costed in "the famous $800 toilet seat"
