Nah. He accepts whatever the gaggle of sheeple give him (increased surveillance, drones, more agents) and declares a national emergency and uses unused military funding to build the wall.
The only hiccup to this is if the sheeple put in a poison pill to keep him from declaring the emergency. The he will veto it and shut down the government. But I don't think even these sheeple are stupid enough to do that.
