Congress (including the House) has certain constitutional prerogatives regarding the appropriation and spending of the tax payers money. A reasonable person could determine that the current level of gun violence constitutes a national emergency, if you use the current Trumper definition of national emergency.

Damn. You're dumb. First, as pointed out there is an individual Constitutional right to posess firearms. Second,you clearly aren't familiar with the The National Emergencies Act passed by Congress in 1976. it gives presidents the broad authority to take action in a crisis, and redirect federal funding previously approved by Congress.

The act does not restrict what the president can declare as an emergency, but it does provide for some checks and balances, allowing Congress the opportunity to revoke the order with a two-thirds majority of both chambers.

How, exactly, can you redirect federal money to "ban" guns?

Face it, you're just not smart enough to figure this out.

There's nothing in the Constitution that says the President can't build a border wall. But American citizens are Constitutionally guaranteed the right to bear arms and protect themselves. It's very telling how the Democrats are acting lately. They don't even try to hide the fact they care more about illegal aliens than American citizens. And as OP makes clear, they want to strip Americans of their Constitutional rights in retaliation for blocking foreigners from entering our country illegally. I bet if they found out an illegal alien was carrying a weapon they'd be the first to shoot "that's his Constitutional right!"

Don't forget that the wording of the 2nd Amendment doesn't assure all guns for everybody... congress could have a field day defining "well regulated militia."

The Supreme Court has held that the 2nd Amendment is an individual right.
