That's kind of what they do best. It's part of their Fair Game policy, and partially how they gained tax exempt status.

I'd like to see how far they get for filing a suit for posting a US government document. This is not their copyrighted super secret spaceship scripture (and even with that there's this annoying thing called FAIR USE).
