that's totally untrue until the "NY plaN" of a penal system and state jobs in a federally funded prison came about
at which point states began tripping over themselves to get fed prison money and build a prison world: a multi-billion dollar industry.
the real story of the horror of it, the result that gov workers needed to stalk citizens and stuff them in, was aired late 80's early 90's on 60 Minutes
and it's a very true story

Not that it wouldn't surprise me, but do you have proof or a link to some proof on that?

they began getting $30,000 /yr to house murderers that should have been put to death
(ie, not just marital killers, killers who had killed before)
they also imprisoned people as criminals who'd spilled no blood

the point was never correction or recovery or protection of society
it was the fat back gov jobs, all the way
