Non-partisan CBO says Congress overrides Oblamer

According the the Congressional Budget Office, Congress can defund Oblamer's overreach on granting limited amnesty for millions of illegal locust that are plaguing the USA. The CBO details that Congress can tell federal agencies what they can and can't spend monies on, regardless of whether or not the funding comes through appropriated or non-appropriated (e.g. fees or levies) sources.
