Rocker Arm Control Valve

What is a rocker arm control valve? Mine was stuck, cost $105 to fix, but no parts replaced. Could I have just hit it with a hammer myself to unstick it?

Not really. They probably took cover off and cleaned and then put it all back together. Not a hammer kind of job.
