How come Virginia doesn’t have a law that allows motorcycles to pass on the right in heavy traffic? We just got back from Europe and the Scooters are able to pass and even go to the front of the line at stop lights. It seemed to run very efficient even if it looked a little scary at times. Someone said California is allowed, when we lived there it wasn’t allowed.
