I know from a family member in CA state prison that people REGULARLY get the shit beat out of them with batons while handcuffed (they really like to do this on the transport bus between facilities). Or a case where a prisoner was given one aspirin for a heart attack and sent back to their cell to later die. ETC.
But in all fairness correctional officers do get killed as well (again more at the state level)
I can imagine county/jail facilities would be a little better than state but basically once you are locked up your rights are only on paper.
DOJ stats for prisoner deaths
In 2005 there was 1,054 total inmate deaths in jails,
3,179 total inmate deaths state prisons (not counting executions)
(I don't see a note for deaths in federal or private/outsourced prisons)
