Wired Guy in Hyundai SUV circling Starbucks in Chantilly

Does anyone know anything about the guy who drives around the Chantilly Crossing parking lot all the time chugging on a latte and occasionally darting in and out of the Starbucks to get his next refill? He drives a spanking new Hynundai Santa Fe with truck nuts on it and it's got tons of post-apocalyptic signs in the windows. He is always blaring K-pop music with the windows down and yelling into a cell phone.

How is he wired? From the coffee? Or is he somehow wired to explosives?
