Not really. The best would be public access WEBR-

You can hear WEBR on Cox Cable of Fairfax, VA and
Comcast Cable of Reston, VA. You HEAR our radio station and you SEE
a community bulletin board. On Cox Cable, we can be found on digital
cable channel 37, basic cable channel 7. On Comcast Cable, we are
on channel 27.

is it possible to hear this over-the-air?

I haven't had cable TV since 1995.(when DirecTV came out)

thanks to me, all of the people on my stree all have
DirecTV as well. (well... there are only 15 houses on
this street) :(
