Yes, Maryland is a little backwards and Prince George's is a little ethnically black, but don't be afraid and confused. It's all good.
Is National Harbor in the ghetto? Nope. The surrounding Oxon Hill Road has just single family houses from the mid 300s - 700s. The closest thing to a ghetto is further inside the Beltway. This is more realistic... 2 miles to the south:

Can National Harbor compete with Tysons? Well if you mean, will National Harbor lure money from VA like Tysons lures money from MD? Then, Yes.
Will black people be there? Yes. But they have to pay $12 for parking just like you. Will those scary "African Americans" in the picture above show up at National Harbor? Probably not since they look more Haitian than African American.
G'town isn't a "safe" walk from Foggy Bottom at 2 am if you're a woman alone. And what's all this about Metro... In a year, bring your bike and get off at Eisenhower Ave., then ride the 4 miles to get there. The Wilson bridge will have a bike path if you really hate driving.
