Can a Day Labor call the cops if he went to a person house and they didn't paid him because his illegal?

Absolutely. Just because someone is undocumented does not mean that they can't report a crime committed against them, in this case theft of services.

If this took place in Fairfax County, he should call the Fairfax County Police Department at (703) 691-2131 and report the crime. He can also go to his local police station and tell them that he wants to report a crime and they will take a report.

No. You have a right to be killed and have your body dumped in a random area of the county in lieu of being paid, that's it.

Absolutely! I'd suggest you contact your nearest ICE office immediately and have them remedy this situation. The law is on your side. Good luck!

Even if an illegal was burned getting paid (not a bad thing to happen to them), the person that hired them can just say they paid cash. How can the illegal prove he was not paid?

You got it backwards. The employer has the burden of proving that he paid it. This is why back when wages were paid in cash employers made the employee sign when he got his wages, and it is why today employers make payments by check or electronic transfer.

Why would someone have work done at their home and then not pay? That's like inviting others to burn your house to the ground.
