It’s remarkable how Overton got barred from PWCS & ruined Freedom’s program
Goes to Hayfield, gets barred from FCPS and ruins Hayfield’s program
Then Starts an online “private” school… That’s A Generational run of fucking shit up

Overton leaves a path of devastation wherever he goes. Route 1 PWC football is in shambles. Freedom WB is in shambles. Hayfield is in terrible shape. Next NoVa football will be drained of talent and after a couple years the St. James football program will have to start over. He will continue to claim he’s the victim, but chaos follows him wherever he goes.

FCPS considering renaming Lake Braddock high school, as it’s named for General Braddock who led the British during the French and Indian War, which resulted in the deaths of countless indigenous and Native American people. I’m sure they will find he had or used slaves. When will it stop?

General Edward Braddock was absolutely not a slave owner and he did not really intend to fight "Indians" per se. It was a war between the French and the English and it was technically not his fault the French formed alliances with native Americans to fight on their side. He was a bit of a overbearing dumb-ass but in the end he was a Patriot and did his duty - dying ignominiously in a god-forsaken outpost over 3000 miles from home. I would consider him to be a hero worthy of remembering. If Gen. Braddock had been a football coach he would have been much like Paul "Bear" Bryant of Alabama fame, who emphasized traditional football tactics, sometimes clashing with evolving styles of play. In the same manner, Gen. Braddock did not make good half-battle adjustments in his clash with the French and Indians in that battle on the Monongahela.

I heard Hayfield hired their boys soccer coach as the new athletic director. Don’t know much about him but hopefully he does a good job, no one on the planet can possibly do a worse job than the previous guy. And you guys are right, as long as Thompson is still there no one worth a damn is going to want to coach there.

AI summary of Tom Horn's (Executive Director Activities and Athletics, FCPS) discussion on All Hitches:NoVA Football Podcast. Quite the coup to get someone like that on this show. Can't believe there was an effort at transparency from FCPS - does Horn really work at Gatehouse?

https://youtu.be/8nihod0rcDE?si=aMuhaQZpLVBjkSrK
https://youtu.be/7OJuKnavWq0?si=7H34eAQoLZ3k_dw7

Here are the primary points of emphasis and rules discussed by Tom Horn regarding the Virginia High School League (VHSL) and Fairfax County Public Schools (FCPS):

Transfer Rules: The VHSL transfer rule makes every student ineligible by default when they change schools. It's then the responsibility of the parent and the school to provide documentation that proves eligibility under the rule, specifically evidence of a fixed and permanent address (00.12.11).

Documentation Requirements: To satisfy the transfer rule, a student must provide:

Evidence that they have vacated their previous residence.
Evidence of a new fixed and permanent address, like a lease agreement.
Evidence to dispel any notion of athletic motive for the transfer (00.12.23).

Athletic Motive Assessment: A new emphasis has been placed on the idea of "athletic motive." If a student has participated in a sport at their previous school and is transferring, they must demonstrate that their move is not motivated by athletics to be eligible for the postseason (00.21.06).

Exceptions to Transfer Rule: There are 17 exceptions to the transfer rule that can allow a student to be eligible for sports even if they don't meet the standard transfer rule, such as the McKinney-Vento Act provisions that assist homeless students (00.13.18).

Enforcement of Rules: FCPS aims to create standard processes for assessing eligibility that involve accountability from all levels—schools, coaches, and district office staff. The idea is to ensure consistency across all schools in the county (00.26.25).

Postseason Eligibility: Changes were made regarding postseason eligibility. Originally, the new rules suggested that many transfers would be ineligible for postseason play. However, it was later clarified that if a transfer meets the standard of the transfer rule, they can be eligible for postseason play (00.35.52).

Vetting Specialty Programs: Programs like STEM schools must be vetted by the VHSL to qualify as specialty programs, which offer specific leniency regarding transfers. Other programs, like AP and IB, are not currently recognized as specialty programs, which affects transfer eligibility for students wanting to play sports while participating in these programs (00.31.05).

Overall, the focus is on ensuring a transparent process for transfer eligibility to prevent potential abuse of the rules while still allowing legitimate transfers to take place for students facing various circumstances.

Appeals are available for students ruled ineligible under the Virginia High School transfer rule. If a student is deemed ineligible, they can go through a hardship appeal process. This means they can present their case to a committee, typically consisting of school principals, explaining their situation and why they should be granted eligibility despite not meeting the specific criteria of a bona fide move.

For instance, if a student's living situation changes and they transfer schools but do not meet the requirements outlined in rule 28.871 (like proving they have vacated their previous residence), they can still appeal to demonstrate that their case deserves consideration for eligibility.

The appeal process aims to ensure that all circumstances are considered fairly, especially for those facing genuine difficulties, like separation of parents or other hardships. During the appeal, parents will need to provide evidence and reasoning to support their case, and the committee will make a decision based on the information provided.

Tom Horn mentions this process as an essential part of supporting students and ensuring they have access to sports, particularly when their home life may be challenging (from around 00:13.12 to 00:14.14 in the transcript).

If you are eligible only via an exception, you will not be able to play in the postseason. According to Tom Horn in the interview, students who are granted eligibility through exceptions—like the parent-to-parent move—will be eligible to play during the regular season but will remain ineligible for postseason play. This is rooted in the transfer rules that require a bonafide change of residence under the primary transfer rule (28.871) for postseason eligibility (around the 00.37.01 mark).

If a student transfers for athletic purposes and it's determined that there is an athletic motive behind the move, the student will have to sit out for 365 days before they can participate in sports at their new school. This is often referred to as the "amnesty period," where the student acknowledges that their move was influenced by athletic considerations, but they can still play after the sit-out period.

The discussion on proselytizing centers around the rules and implications for coaches regarding student recruitment, particularly when it comes to private coaching or club involvement. They explain that proselytizing refers to the practice of trying to induce a student to transfer to a particular school, which can result in eligibility violations.

Key points include:

Definition and Context: Coaches are prohibited from speaking to prospective students before they are officially enrolled in the school. Even if there isn't a direct inducement, having a relationship as a trainer or private instructor can raise concerns of proselytizing if the student later transfers.

Previous Relationships: If a coach has a prior relationship with a student, this can be viewed as evidence of proselytizing if the student decides to transfer, especially if they arrive at the new school shortly after the relationship is established.

Evidence and Responsibility: Coaches are advised to maintain clear records and openly communicate that their role as a private instructor does not guarantee that the student will join their high school program. If a coach is found to be using their influence to recruit students, it can lead to significant penalties both for the coach and the program.

Implications for Coaches and Programs: The conversation emphasized the importance of coaches operating within the established rules and focusing on education rather than recruitment through their private practices. They suggested coaches should encourage kids to participate in community sports and represent their local teams instead of moving to their school.

Monitoring: The rules provide a framework where if a coach or a third party attempts to influence a student’s decision to transfer, the program could face sanctions.

Overall, they highlight that while offering training or coaching is acceptable, any implication of trying to recruit a student to transfer based on a prior relationship is not permitted under the rules.

They play in the weakest district in the state, they’ll win 5 or 6 games. SoCo, Madison and Friendship are all losses. (Hayfield should replace Friendship with someone else) MV and West Po are games they COULD win, either will go 0-2 or 1-1 and they’ll beat the rest of the National teams.

Has the VHSL announced if Hayfield is still banned from the playoffs for 2 years?
